The people on that platform panic, rushing to get out of there when they realize he was going fire it at them. He doesn't have time to get a precise shot on that device, but he hopes destroying that platform will be enough to crush it, or bury it. The spear hits it's mark, bringing the platform down, along with a section of the stand.
